Grupo Rojos of Tampico are an organization which was founded and came to power after Los Dragones were ousted from the plaza in 2014.

Their leader was originally a member of Los Jimmys and has been known by various claves as J-2, FR-1 and more recently R-1. He is known most prominently however, as El Chive.
Prior to the founding of Los Rojos and post-membership of Grupo Jimmys, Chive would found Los Fresitas - literally, 'The Strawberries'. This oddly named group was a collection of other mostly defunct CDG organizations which came together in order to take the extremely lucrative port city of Tampico from Los Dragones, an organization led by a Commander known as El Sheyla.
Los Fresitas, with its clave 'FR-#' encompassed and absorbed various members of groups like Grupo Cobra, Los Kalimanes, Jimmys, Panteras and more. They reportedly had the support of Los Metros whom at the time were led by Pantera 11, aka Juan Perros Jr; an associate of X-20.
Their enemies meanwhile, Grupo Dragón, were supposedly being supported by Los Ciclones of Matamoros and seemed to be on the backfoot from the start.

Unfortunately this war produced dozens of casualties, firefights and general chaos within the cities of Tampico and neighbouring Ciudad Madero.
Eventually, Los Dragones were ousted from the city and the cronies of FR-1 took to rebranding themselves as lords of the plaza.
Given the association between the original Rojos of Juan Mejía González and Los Metros, it was perhaps an odd choice for El Chive and his crew to rename themselves Los Rojos - and for El Chive to take up the clave of R-1 himself. Perhaps this was an intention to confuse people given how well known this clave had become and how much weight it carried despite whatever interpretations Los Metros might make of it. Perhaps they just liked the name.

It's hard to say.
One thing is for sure however, while Los Rojos of Tampico may have changed leaders a few times since their war with Los Dragones in 2014, they continue to have a firm grip on the city.
As well, there appear to be several other sub-factions of the CDG that either work alongside them or are subordinate to them.

At the same time however, various other groups that are separate of Chive's crew also seem to operate within this high value plaza, though some of this information may be outdated. The various organizations of the currently imprisoned Cmdte Sierra such as the aptly named Grupo Sierra and Los Kalimanes.
As well as the Kalimane's own subordinate groups such as Los Bravos of K-24 & K-17, and Los Tigres of K-12 and Tigre 19.
